What is a Business Improvement Area (BIA)?
A BIA is a geographically defined urban area composed primarily of non-residential properties. It enables business and property owners to work cooperatively to manage Uptown Charlottetown as a resource and destination. Typical BIA activities include:
- Addressing transportation, parking, and urban connectivity
- Advocacy and government lobbying on behalf of members
- Promotional campaigns and cooperative advertising
Membership Cost
Uptown Charlottetown Inc. is funded by a nominal levy on commercial properties: $0.02 per $100 of assessed value. This is far below the cost of Downtown Charlottetown Inc. at $0.18 per $100, making participation accessible for Uptown businesses while providing a strong, unified voice for the community.
